Man allegedly with bomb and claims to be part of a larger D.C. domestic terror plot surrenders

Update: Ray Roseberry, 49, has surrendered to Washington D.C. police

[WASHINGTON, D.C.] – (MTN) Washington D.C. police have evacuated the Supreme Court and the U.S. Capitol after a man in a black pickup truck parked near the Library of Congress and claimed he has a bomb big enough to take out “two-and-half blocks.”

A USA Today report stated that police were in active negotiations with the man to bring about “a peaceful resolution to the incident.” Police say they have identified the man, but have not released his name. The website Heavy.com identified the man as Ray Roseberry.

In a Facebook Live video, since removed, the individual makes a statement that vacillates from calm to angry. The man, who is white and appears to be in his 40s, claims he is from Alabama and is part of a larger group that has four more bombs in the United States Capitol. At one point, he implies that one bomb could be located close to the White House.

We have had to take down the video due to excessive traffic on the site – we apologize for this and will upload a more compressed version later.

Malcontent News downloaded the video from Facebook before it was deleted. We do not support this message or this blatant act of domestic terrorism. Viewer discretion is advised. In the video the man claims:

  • He claims the bomb is made from ammonium-nitrate, which is the same material that was used in the Oklahoma City Bombing in 1995
  • He showed in his video his vehicle full of shrapnel including coins, what appears to be ball bearings, and other metal debris
  • He made several demands to talk to Joe Biden directly
  • Claims he is a “good American” and a “Patriot”
  • Says “Democrats are killing America”
  • He railed about how pennies are made out of zinc, and blamed Joe Biden
  • He is holding a large metal can in his lap, and appears to be holding a device in his left hand attached to the can
  • Repeats he, “wants to go home by Sunday,” and how he promised his wife he would be home for dinner
  • He asks at one point, “where are all my American patriots? Don’t make a lair out of me.”
  • Claims he is acting to “get the revolution started”
  • Makes a statement to President Joe Biden, “Look here you little bitch. Some people doing some things now, and that’s the fucking South.”
  • At one point he claims his wife was aware of the plot, but then at another point claims he lied to his wife and told her he was going on a fishing trip
  • Makes another state about the bomb, “This was made by ya’ all Qaeda, and you better not forget that Joe.”

The Facebook Live lasted for 31 minutes, and at no time did he address and commenters on the video. He claims that he is part of a larger organization, and he was “picked for this.”

Kirkland residents are advised to boil water after water main break

KIRKLAND, Wash. – A water main break has caused a loss of pressure in a large portion of Kirkland’s water system. Crews are in the process of repairing the break and restoring water service. The City is issuing a boil water advisory for neighborhoods north of NE 85th St., south of NE 124th St., and west of I-405. Residents are also advised that in the event that there is discolored water or air in the pipes, they should leave the faucet on or continue to flush until the water runs steady and clean.

The boil water advisory is in effect until further notice. Please refer to the boil water protocol listed below.

Residents are advised to use bottled water or boil tap water.  A boil water advisory means that recent tests show that your water system is contaminated with organisms that can cause illness. Boiling is the best way to ensure water is free of illness-causing organisms. Bring the water to a rolling boil for one minute. When it cools, refrigerate the water in clean covered containers.  More information is available on the Public Health – Seattle & King County website.

Juanita Beach swim area closed due to high bacterial levels

[KIRKLAND, Wash] – Juanita Beach is closed as of July 21, 2021, for at least one week due to elevated bacteria levels.

Water quality staff from the King County Water and Land Resources Division tested the water on Tuesday, July 20, and found that the levels of bacteria on the eastern shore of the beach exceeded the thresholds for bacteria based on the average of the last three tests. King County crews will return to the beach next week to collect further samples. The beach at Juanita Beach Park will reopen when bacteria levels return to a safe range.

People and pets should not swim, drink lake water, or engage in other water activities at Juanita Beach.

Signs will be posted to indicate that the beach is closed. City lifeguards will be onsite during the closure to communicate with beachgoers and provide information.

DNR land closing in Eastern Washington due to extreme fire risk

[CHELAN, Wash] The Washington State Department of Natural Resources is temporarily closing all recreational and public access to DNR-managed lands in eastern Washington beginning at 12:01 a.m. on Friday, July 23.

This temporary closure will apply to DNR-managed state lands, conservation areas, community forests, and any associated roads, trails, campgrounds, recreational sites, or recreational facilities.

“This summer is smashing all our records and leaving the state bone dry, leaving eastern Washington to face an ongoing, tremendous risk of wildfire,” said Commissioner of Public Lands Hilary Franz, the elected official who oversees DNR.

In the most recent update to the US Drought Monitor – parts of Eastern Washington under under “exceptional drought” conditions for the first time in 20 years

“Our firefighters are already stretched thin fighting major fires across our state. We must take reasonable steps – and make sacrifices – in order to protect them and our communities.”

DNR decided to close recreational and public access to its managed lands in eastern Washington based on a number of factors, including current extreme hot and dry conditions, a forecast that shows no meaningful precipitation in the near future, current fuel loads, and a concern for public safety.

After a late-June heat wave that shattered many all-time temperature records across Washington, the vast majority of the state is currently in a drought emergency. Additionally, the number of fire ignitions in the state is approximately double the 10-year average, with months of fire season still to go. In all areas of eastern Washington, fire danger is at very high or extreme levels.

The decision to close recreation and all public access on DNR-managed lands east of the Cascades is in addition to the burn ban that Commissioner Franz enacted earlier this month on the 13 million acres of forestlands under DNR fire protection. The burn ban will remain in effect through at least September 30. Campfires also remain banned on DNR-managed lands statewide due to ongoing fire danger.

DNR joins the Umatilla National Forest and the Confederated Tribes of the Colville Reservation in closing lands in eastern Washington to public access.

Washington has had over 900 wildfires in 2021 that have burned more than 140,000 acres.

Washington State Parks are not impacted, however, state parks are under a burn ban.

[KIRKLAND] – (MTN) Meteorological summer starts on June 1 and the weather gods are smiling upon Puget Sound with warm temperatures ahead.

The entire Kirkland-Bellevue-Woodinville area will see blue skies and temperatures from 79 to 83 degrees. Finn Hill, North Rose Hill, and right along Lake Washington might not pierce 80, while area hot spots like Totem Lake will be warmer.

Tonight will be sleeping weather with temperatures dropping to 55 to 57 degrees under clear skies.

Tomorrow will be even warmer with the entire area getting over 80. Temperatures will be 82 to 86 with abundant sunshine.

Thursday the marine layer will start to push back in, and the region will be mostly cloudy. Highs will be 71 to 74.

Friday is a bit far out, but appears to be pleasant, and 69 to 73 before rain pushes in for Saturday.

Documentary Can You Hear Us explores the events that happened during June 2020 in Seattle

[KIRKLAND] – (MTN) A new documentary, Can You Hear Us, which explores the story behind the Black Lives Matter protests from May 30 to July 4 in Seattle, will debut on Wednesday at 8 PM at Malcontent News TV. Producers combed through more than 200 hours of video, hundreds of still images, and dozens of news reports.

“The story of CHOP is forever ingrained in Seattle history,” explained David Obelcz, the producer. “We have been waiting to release our production in the hopes a BIPOC production would be released, but we have reached the one-year anniversary of the nation learning George Floyd’s name, and we believe this is the right time for release.”

“A striking thing to me is how many people are holding up cellphones and cameras in many of the scenes. The Black Lives Matter movement is the most documented social justice effort in United States history. There are likely hundreds, if not thousands of people who have history trapped on their phones, they’ve forgotten about.”

The documentary uses local and national news coverage video to enhance the story, and fill in gaps where access was limited to the mainstream media. It also includes a number of controversial figures, but Obelcz felt it was important to tell their stories also.

“Raz Simone was accused of sexual assault in January 2021, but to tell the story of CHOP and not include him isn’t committing to telling a complete story,” said Obelcz. “Seattle Mayor Jenny Durkan and then President Donald Trump got into a war of words, and the politicization of what was happening is another part of the story.”

For Obelcz, the reasons for producing Can You Hear Us runs deeper than his passion for storytelling. “My daughter-in-law is Black, my grandchildren will be Black,” said Obelcz. “In 20 or 30 years, that could be my grandchild under a knee begging for their life.”

Can You Hear Us is not rated, but the producers did provide a content warning that the documentary shows scenes of protest, violence, and clips of George Floyd under the knee of convicted murderer and former Minneapolis police officer, Derek Chauvin. There is one clip the producers decided not to include. “We made the decision not to include the traffic camera video of Diaz Love and Summer Taylor being struck by a car in the early hours of July 4,” Obelcz said, with a pause. “It wasn’t an easy decision, but ultimately we wanted to respect Diaz Love and the estate of Summer Taylor, and chose a different path to tell their stories.”

Can You Hear us will air tonight at 8 PM, and will be generally available for free on May 27. “I’ve always been committed to not profiting off of Black misery,” said Obelcz, “we have no interest in selling our production and have relied on community donations to financially support us.”

According to one social justice group, more than $840 million were cut from U.S. police budgets in 2020.

New law requires Washington law enforcement to record interrogations

[OLYMPIA] – (MTN) Lawyer and criminal justice expert Laura Nirider and longtime criminal legal advocate Jason Flom join the chorus of those celebrating the passage of a new law today which will prevent wrongful convictions and protect the integrity of criminal cases. The new law, signed by Washington Governor Jay Inslee, requires law enforcement officers to electronically record custodial interrogations if the interrogation involves a juvenile or is related to a felony.

The new law, sponsored by Representative Strom Peterson (D — Edmonds), has been supported by Nirider, Flom, and a number of advocacy groups, including the Uniform Law commission and the Washington Innocence Project. Peterson was inspired to write the legislation after hearing an episode of Lava for Good Podcasts’ that tells the story of Henry McCollum and Leon Brown, two intellectually disabled half-brothers who were recently awarded $75 million by a North Carolina jury after spending decades behind bars for a crime they didn’t commit. 

With its signing, Washington joins 27 other states, Washington D.C., and federal agencies (including the FBI) in requiring the taping of suspect interviews. According to the National Registry of Exonerations, 12 people in Washington state alone have been wrongfully convicted after confessing to crimes they didn’t commit. 

“Twenty-nine percent of the people who have been proven innocent through DNA exonerations have confessed to crimes they didn’t commit,” said Nirider, a Clinical Professor of Law and co-director of the Center on Wrongful Convictions at Northwestern University Pritzker School of Law, as well as a host of the Wrongful Conviction: False Confessions podcast. “This legislation is a key step towards ending the epidemic of wrongful convictions that plagues our justice system.” 

Flom welcomed the law as a desperately needed change. “False confessions are a significant problem in our criminal legal system — and a common cause of wrongful convictions,” he said. “From juveniles to those with mental health issues, there are far too many who are highly susceptible to the coercive interrogation techniques often used to extract confessions. This legislation will provide an irrefutable record of what went on behind those closed doors. I extend a sincere thanks to Governor Inslee, Representative Peterson, and the other lawmakers who supported this bill.”

The legislation, which will go into effect on January 1, 2022.
